NOAH MARINE

With nearly two decades of banking, securities, and insurance expertise, Noah advises Invariant’s clients and executives on financial services issues. He leverages his expertise on the legislative process, coalition building, and policy development and strategic analysis to advance complex legislative and regulatory initiatives.
Before Invariant, Noah was the assistant vice president of federal government relations at Travelers Insurance. In this role, he developed and implemented the company’s federal strategic policy initiatives – representing the company on Capitol Hill and with the Administration. Before Travelers Insurance, Noah was the legislative director for Representative Ed Perlmutter (D-CO), where he served as a senior advisor to the Congressman on the House Financial Services Committee. There, he developed expertise on cannabis issues and worked on the SAFE Banking Act. He advised on a range of initiatives including Dodd-Frank implementation, the JOBS Act, and housing reform.
Noah earned his bachelor’s degree from the University of California at Santa Barbara and received his Master of Public Policy from American University.
